You made it so that inmates could make suggestions as to potential rules, as there are none currently. While some of the suggestions in it are quite foolish, others should be taken seriously.

It's not just that he won't accept that he's done anything wrong, he won't accept that he's even meant to be here and he keeps on calling me a nazi and that Warden Neil? He looked after his housework for years and they're meant to be friends and he keeps on saying he hates him and that he should kill himself because no one would miss him.

So I thought, like, this is a prison, and in normal prisons you don't get all your stuff, so once he can accept that he's in prison and let me tell him why without completely ignoring me?

I was going to give it back to him then.

I say give him his things back, but not the door. Don't let him come and go as he pleases.

And make it very clear you'll take his things away again if he continues to harass people. Establish a set of rules with him, with clear consequences for breaking each rule.
